The statement that the Chicago River is there to raise the Mississippi during drought conditions seems completely false - give us a reference. I thought it was there so that Chicago's waste water flows toward the Mississippi rather than into Lake Michigan. Prior to that fix, the nearby lake was getting too nasty to live near. I may agree with the conclusion though - perhaps Chicago could clean up its waste water. Maybe though, it's been better that they've been sending the stuff in the other direction.
I would agree with the editorial, and hope the Army Engineers get the needed funding. We love the Great Lakes...thanks for bringing this to our attention.
Just put a permanent, impenetrable dam between Lake Michigan and the Chicago river - the watersheds return to the condition they were before people meddled with the geography of the watersheds. Problem solved.
There's no good reason for any connection between the Great Lakes and the Mississippi watershed; the only reason there's one now is so plains and southern states can divert Great Lakes water for their own purposes, such as raising the level of the Mississippi river during drought conditions, etc. Screw 'em - if the river's low they need to learn to deal with it.
