The problem here was that the original legislation was based only on a skills test. It didn't have a basis in financial need. I have much more of a problem with cutting the scholarship for those that have a need for the money than for those who can pay tuition without the scholarship. Perhaps a better compromise would have been to modify the program to add a need based test for recipients.

Maybe we need a petition drive to force a referendum vote to raise taxes to produce a level of revenue required to run a state.
